Full Description

ACRS Quality Management System Certification

The Australasian Certification Authority for Reinforcing and Structural Steels Ltd (ACRS) operates a management system certification scheme for firms that manufacture and supply reinforcing steels, structural steels, and related products in the Australian and New Zealand construction industry.

About This Scheme

The ACRS Quality Management System (QMS) Certification scheme is governed by ADM 015 — Management System Certification Scheme Rules (Version 1.2, operative 14 August 2018). ACRS first issued QMS certificates in 2016. The scheme is designed and operated in accordance with:

  • AS/NZS ISO/IEC 17021.1:2015 — Conformity assessment — Requirements for bodies providing audit and certification of management systems
  • ISO/IEC 17021-3:2017 — Conformity assessment — Competence requirements for auditing and certification of quality management systems

Purpose

The ACRS QMS Certification scheme certifies that the quality management systems of firms operating in the steel construction supply chain conform to ISO 9001:2015 (or its national adoption AS/NZS ISO 9001:2016). This provides independent assurance to customers, specifiers, and regulators that certified firms operate systematic, audited quality management processes.

Scope

This scheme covers management system certification for firms that manufacture and supply:

  • Reinforcing steels
  • Structural steels
  • Related steel products

used in construction to relevant Australian, New Zealand, or international standards.

Certification is conducted on a site-by-site basis. A firm may hold QMS certificates for one or more of its sites independently.

Recognised Standards

Management system certification under this scheme is issued against:

Standard Title
ISO 9001:2015 Quality management systems — Requirements
AS/NZS ISO 9001:2016 Quality management systems — Requirements (national adoption identical to ISO 9001:2015)

Relationship to ACRS Product Certification

ACRS QMS Certification is linked to ACRS Product Certification:

  • Suspension of product certification for a site triggers suspension of QMS certification for that site
  • Termination of product certification for a site triggers termination of QMS certification for that site

This linkage ensures that QMS certification cannot be maintained for sites that no longer meet ACRS product requirements.

Certification Outcomes

Status Meaning
Certified QMS fully conforms to ISO 9001; ACRS QMS certificate issued for the site
Certified with Corrective Action Required Certificate valid; minor nonconformities to be resolved via CAR
Suspended Certificate suspended; major nonconformities, overdue corrective actions, or linked product certification suspended
Not Certified Requirements not met or product certification terminated; certificate refused or withdrawn

Criterion Scoring Framework

ACRS QMS certification status reflects the publicly registered state of a firm's certificate as shown in the ACRS Certificate Register. Status is determined by the outcome of management system audits against ISO 9001:2015 / AS/NZS ISO 9001:2016 requirements, conducted under ADM 015.

CERTIFIED: Certified

Severity 1
Definition "QMS fully conforms to ISO 9001; ACRS QMS certificate issued for the site"

NON-PRODUCER: Non Producer

Severity 2
Definition "Non-Producer Certificate active; QMS of a processing or fabricating facility meets all applicable requirements"

VOLUNTARY-RELINQUISHMENT: Voluntary Relinquishment

Severity 3
Definition "Certificate voluntarily relinquished by the firm; certification no longer active"

SITE-CLOSED: Site Closed

Severity 4
Definition "Certified site permanently closed; certificate no longer valid"

TERMINATED-NON-COMPLIANCE: Terminated for Non-compliance

Severity 5
Definition "Certificate terminated by ACRS due to failure to meet requirements, or due to termination of underlying product certification"
